Kind of depends on what you using but most stuff is toxic and flamable. Outside would be good if you can. I'm a basement guy myself - gasket lacquer. Most is a safety hazard and you should be well ventilated.

Your not going to blow up your house dipping arrows. I dip in my back room. My wife hates the smell of the laquer, but other than that no issues.
I've been using water base poly lately though. I like how quick the laquer dries, but the poly seems more durable, doesn't have fumes, and comes in a satin which I prefer.

I am useing Bohning white lacquer. stinks like all hell and since I was cleaning up some old arrows with some lacquer thinner at the same time tonight that didn't help the situation.
Any additional feedback is appreciated.

Also outside would be tough, dust sticks to that lacquer like glue. I can even have the fan on in the basement or dust city on the dip.

I think the fan blowing out the window is your best bet. How cold will that make it? Even here in CA. I like the temp above 70 degrees for dipping either Bohning paints or gasket Laq. I would have some air moving in and out of your basement just for saftey sake. IMHO

I dip my arrows in the garage, usually with a window or the door open. Yea, I wouldn't recommend dipping in an enclosed area, especially if there is an open flame around (like from the heater or something).
If you hunt with your kids when they are young, you won't be hunting all over for them when they are teenagers.

I put an exhaust fan in my bonus room above my garage for just this purpose.  It helps, but my wife can still smell it if I am using Bohning products.
