Its a pony tail wrap... No question... Made one for a girl I was dating way back when but it had some feathes on the ends of the ties... and laced as compared to this one

Ponytail holder, I have one just like it, bought at a Native American festival, laces and boot hooks as well

My wife is a Traditional Shawl dancer in native American Pow Wow`s here in Michigan (when we can get her to them). She has several of those.

She says the item is made and used to hold BRAIDED hair, similar to a pony tail. The difference is the hair itself is braided to form a more decorated look, and is often braided to lay flat. The women use wraps EXACTLY like that to hold their braided hair when they are dressed in their regalia for participating in the different dances at the pow wow`s.

She says that one is VERY nice.

It's an "Arrow Keeper".  When you had a mix of different (say broad-head & field point) tipped arrows in your quiver you'd use this to keep them separate.  

A long time ago, a gal looked at one & thought it would work for hair too.

May be a bit small for a pony tail wrap. How about a wrap for a spare bowstring. Would seem more likely thing to find in a quiver than a pony tail thingy???
