27" draw means a 28" arrow. this will give broadhead safety.You want 1" sticking out, unless you'll never plan to hunt and only will use field points. Depends if he shoots a recurve, longbow, hybrid. 1535 is a little edgy weak and GT 3555 could be too stiff without a lot of point weight.
Wood arrows 45-50 should be ok, but a lot depends on his release. So I would do the following: get him a voucher for his birthday and order some test arrows from a reputable arrowbuilder. Then he can buy the arrow set accordingly.
