The problems in Canada have nothing at all to do with USPS. The Canadian postal service is a complete shambles and has spent months of this year on rotating strike already.
If you are shipping to Canada, just throw a dart at the calendar. It's as accurate a method as any for picking an arrival date.

I sent a package to an outfitter friend in calgary and it took over three weeks, almost a month to clear customs and arrive at his house!
