Can the Hoyt Dorado be shot off the shelf without issues? Or is it preferred to use an elevated rest with this bow?

I'd shoot it off the shelf. I'm not sure if the Dorado has a center-raised shelf or not. If so, just put a rug on the shelf. Leather, velcro tape(fuzzy side), moleskin...would all work. If it isn't center raised, you could put a thin piece of shoe leather in the middle of your shelf and a rug over the top of that. I'm sure I'm not explaining this well, but I have it in my head.

I shoot a Dorado and a GM2 off the shelf. I originally used a Centerrest Flipper, but prefer the shelf. I cover the shelf with fuzzy industrial velcro and use felt pads for the side plate. It takes some experimentation to find out how far to build out the side plate. I do use a little piece of rawhide shoelace under the velcro for a pressure point.

I shoot my Dorado off the shelf, I have shot with rests on it but it seems to tune better off the shelf. There is alot post that show you how to buld up the shelf on Dorado and Game Masters using the little round disc people put on the bottom furniture.

I shot my GMII off the shelf. Like said, you need to build up and out the rest from the shelf.
