Probably Duco.
But even more important than price is to be sure the glue you choose is compatible with the finish you use. Cheap don't matter if your feathers fall off.

For wood arrows, Duco.  $1 a tube at Family Dollar.

When I fletch feathers to my aluminum shafts, cost isn't a factor. I want a glue that glues the feather to the shaft and never comes loose.

When I properly prepare my aluminum shafts for fletching, the old Fletch-Tite and the newer Fletch-Tite Platinum have never let me down.

I prefer Platinum Fletch-tite for all my fletching, carbon with wraps, aluminum and wood with a lacquer finish.Duco on wood with a polyurethene finish.Duco doesn't work well on aluminum in my experience.

Spray the fletched area with Bulldog brand adhesive promoter. You will get excellent results. I even spray before applying the cap paint and cresting.
