Can a 5" feather be cut down efficiently to make a 4" feather with a 4" chopper? Thanks

Yes, you can but in will be a lower profile. You will have to un-screw bottom plate, slide up and re-cut slot deper for the back of the feather and on the front end of the feather you will sit cutter on the plate and file so that it will cut at the same angle as the cutter blade.

I wasn't sure if a 5" feather would be stable enough to hold in the chopper and get a precise cut. Thanks for your help.

You sure can! I recently did it with some 5 1/4" feathers and chopped them down to 4" with my Lil' Chopper. Just take your time and make sure to get the feather aligned properly and give it a SMACK!
