While it's not a bad thing at all, you may simply end up in good shape for the rest of your life waiting on the sheep tag you may very well never draw. There are still I believe, over the counter tags for some areas in Montana's Absaroka/Beartooth Wilderness. You can contact the Division of Fish, Wildlife and Parks to confirm availability. I hunted the area quite a bit while living in Billings in 1973&74. It is very rough and very remote country with fewer sheep and much less chance for a big ram than Montana's famous draw units.
